NAKA – National criminal agency Slovakia

The Ministry of the Interior of the Slovak Republic is the main guarantor of the fight against terrorism and organized crime in Slovakia. The Slovak Police Corps President, who reports directly to the Interior Minister, leads state police. On 1 December 2012, important reorganization was performed within the structure of the Presidium of Police Force based on proposal of the President of Police Force and in accordance with the proclamation of Government of the Slovak Republic by which was inter alia BCOC incorporated with Bureau of Combating Corruption of Presidium of Police Force into newly created National Criminal Agency of Presidium of Police Force. The reason for its establishment was to increase the efficiency of activities in the area of combating crime, especially the most serious forms of criminal offenses, and it was necessary to unify activities of the former bureaus in order to prevent duplication in the investigation activities and criminal proceedings. In the structure of the National Criminal Agency, the following executive units have been set up:
• National Financial Police Unit,
• National Counter-Crime Unit,
• National Anti-Corruption Unit,
• National Anti-Drug Squad,
• National Anti-Terrorist Unit,
These special units focus on the detection and investigation of specific and for each unit specially defined types of crime. An integral part of the National Criminal Agency is
• Financial Police Intelligence Unit,
• Department of Management Support.
The head of the National Criminal Agency is a direct subordinate of the President of the Police.

The reason for its establishment was to increase the efficiency of activities in the area of combating crime, especially the most serious forms of criminal offenses.

The mechanism is sustainable in the long run due to long-term allocated funds to ensure the organization's running and its elements (personnel, material) An important factor for sustainability of NAKA is the state budget.

A similar policing model can be used in any country with regard to the peculiarities of a particular country.

Τεκμήρια και αξιολόγηση

NAKA has several methods and forms of evaluations of its activities according to internal regulations and the investigation process is evaluated, supervised by the Supervisory Prosecutor. Spurs and complaints against the members of Police Force are registered and handled by the Department of Control and Inspection Service of the Ministry of Interior of the Slovak Republic. DCIS is a separate unit of the Ministry of Interior of the Slovak Republic completely subordinated to the Minister of Interior of the Slovak Republic. This department is independent from the management and structures of the police and investigates the unlawful activities of the Police Force members.

The Department of International Cooperation of NAKA provides activities in the field of international cooperation, in accordance with the main tasks and priorities of the National Criminal Police Agency, the Presidium of the Police Corps, as well as the obligations arising from the membership of the Slovak Republic in the European Union and international organizations.
In the course of professional activities, the department cooperates with foreign services and their liaison officers, police deputies accredited at embassies abroad, international institutions and organizations, preferably with Interpol, Europol and Eurojust, processes materials and information resulting from international cooperation and partnership. In special cases, it carries out operative - investigation activity in the framework of international criminal activity and ensures the exchange of information towards abroad.
Following the professional profile, the Department of International Cooperation is currently representing the Ministry of the Interior of the Slovak Republic in international working groups, participates in the main policies and strategies of international organizations, provides professional cooperation with partner services within international networks. It coordinates activities in the creation and implementation of international projects, participation of representatives from the National Criminal Agency Presidium of the Police College at international seminars, trainings and courses such as CEPOL - European Police College, MEPA - Central European Police College and others.

Criminality - its extent and severity - has become a major societal problem for Slovak society. After years of silence when the media did not inform about criminality, we are talking about this issue openly, especially since the 1989 revolution we began to face the crime and its brutal manifestations more often. Organized crime in Slovakia has passed through a gradual progress and instead of violent crime, is increasingly focused on making more sophisticated criminal economic activities more profitable, more difficult to detect and prosecutable.
Membership in international counter-terrorism organizations and
support for global anti-terrorist efforts increases the threat of terrorist attacks against citizens and the interest of the Slovak Republic. Slovak citizens have already been victims of terrorist attacks abroad. Although a terrorist attack has not yet been carried out on the territory of the SR, the potential threat of such an attack in the near future can not be ruled out.

Effectiveness of NAKA strongly depends on many internal and external factors because of numerous actors in investigation. But so far there has not been identified any major obstructions in terms of NAKA´s effectiveness.

The date of 1 February 2017, which meant the creation of a national anti-terrorist unit in the structure of the National Criminal Agency, with the task of detecting and investigation of crimes of extremism and terrorism offenses (§ 140a, § 140b of the Criminal Code). The reason for its establishment was the national and international expansion of extremist expressions and the security situation not only in the European but in the global area.
In connection with the investigation of organized groups and criminal groups, Anti-crime Unit of NAKA in the year 2016 filed a bill of indictment against 52 persons for the 79 crimes they committed as members of the organized group. For this reason, it can be concluded that 8 organized groups were destroyed after finishing the investigation.
For the offense of setting up, representing and supporting a criminal groupin 2016, NAKA filed a bill indictment against 9 persons, out of which 8 were from a well-known criminal group and 1 person from the criminal group M. Š-
On top of that Financial Unit documented 6 criminal groups and 33 organized groups in Slovakia and destroyed 1 criminal group and 12 organized groups.

Sustainability is conditioned upon the presence of various forms of criminal activities, especially the most serious types connected with organized crime, terrorism extremism, and radicalization. The factor which influences it as well are the results of this office in terms of investigating the most serious forms of crimes. Another factor which influences sustainability of National Criminal Agency is the Management, Support and Trust of the Government of the Slovak Republic, Deputy Prime Minister and Minister of the Interior of the Slovak Republic, Economic Support, Personnel Substrate, Material-Technical Substrate, Education and Further Education of NAKA members.
