I am a graduate of the Law University within the Police Academy in Bucharest, Romania, with a Master’s Degree in Advanced Criminal Law, with over 12 years of experience in law enforcement at both national and international level. I have previously worked in the Romanian National Police Force as an Intelligence Analyst and Criminal Investigator, which has provided me with the necessary knowledge in specialized investigations and it gave me excellent drafting abilities, specific skills in management of information collection, collation, analysis and dissemination, strong reasoning skills, including the ability to understand complex criminal scenarios.
My international experience at the United Nations Mechanism for International Criminal Tribunals as Senior Security Specialist gave me the opportunity to work in a multicultural team and in high security environments. During this time I served in two field deployments in Belgrade, Serbia, and successfully completed an important assignment in Doha, Qatar at the UN Crime Prevention Congress. I gained knowledge regarding security management, field mission personnel security, security threats and challenges in a conflict and post-conflict environment.
In my role as Criminal Analyst at the Southeast European Law Enforcement Center (SELEC), I actively participated in operational meetings and joint investigations, drafted strategic and operational analytical reports, together with the development of the Organized Crime Threat Assessment for Southeast Europe (OCTA SEE 2018) in specific areas such as terrorism, illicit trade, financial frauds, vehicle crime and organized criminal groups in the region. I became the binding link among specialists in the region and partners and I successfully maintained professional contacts with police and customs officers in Europe, various U.S. law enforcement agencies, as well as other international organizations.
16.08.2017 - present:date: Criminal Analyst at the Southeast European Law Enforcement Center (SELEC). Duties:
Processing information within the operational and strategically activity in the specific crime areas in Southeast Europe (e.g. terrorism, migrants smuggling, trafficking in human beings, cyber-crime, stolen vehicles etc.);
Developing intelligence collection plans and coordinating Task Forces;
Drafting operational and strategic analytical reports;
Preparing regional needs-assessment report regarding training and operational-related issues;
Supporting the regional/international exchange of information;
Managing SELEC’s Operational Center Unit during Regional Operations;
Liaise with other international organisations, to support the development of the unit.
18.02.2016 - 15.08.2017: Criminal Investigator for the Romanian National Police Force. Duties:
Conducting complex investigations regarding suspicious missing persons cases, with a focus on child abduction;
Exchange information and coordinate activities with other departments;
Support and assist the Prosecutor in building the case through effective and timely gathering of the evidence needed and identification of case issues;
Advise on and conduct initial assessments of witnesses and other persons for protection purposes;
Gather and disseminate intelligence.
16.08.2010 - 17.02.2016: UN Senior Security Specialist at the International Criminal Tribunal for the former Yugoslavia. Duties:
Manage performance, show leadership, vision and decision-making;
Propose a course of action or make a recommendation based on all available information;
Operating the security control center and monitoring the security situation via the CCTV;
Maintain and, where appropriate, develop liaison with other essential security bodies.
