La biblioteca se concentra en actividades, estrategias y servicios puestos en práctica por agentes públicos y no gubernamentales. Su objetivo es principalmente proporcionar información a los profesionales de primera línea y proporcionar una panorámica acerca del amplio abanico de prácticas en Europa. Los enfoques incluyen políticas, mejoras de infraestructura, estrategias de prevención o recopilación de información a nivel local, regional, nacional y europeo.
