Description

Most of the following information come from witnesses and forensic extractions, of data contained in mobile devices, confiscated from different suspects during the investigations.
XX1 and XX2 were part of a permanent group that met in the strictest confidentiality of the garage of one of them in Ceuta to discuss issues of Islamic jihad, taking advantage of the meetings that were originally for trafficking of drugs. Carrying out radicalization in the most extremist postulates of Salafism, showing videos and hearing jihadist chants (Nasheed) and making continuous prayers. In addition to uttering slogans of exaltation of suicide terrorist actions carried out by armed commandos of DAESH, in order to incite the assistants to the commission of similar actions. The meetings were on Thursdays, and on the Ramadan party on Mondays.
In the year 2016, on the occasion of the murders carried out by the terrorist organization DAESH in Paris in November the 13th, 2015, the positions of the group became more radicalized in such a way as to utter phrases "this is what must be done in Ceuta, what was done in France, live our brothers."
The uncle of XX1, was convicted in September the 30th, 2015. To a penalty of 12 years imprisonment for a crime of belonging to a terrorist organization but left before being arrested. A series of weapons along with other belongings from Morocco, stored in said garage, between the months of February and March 2016, XX2 and other unknown persons, took a part of these weapons to an area near the garage mentioned. They then dug a hole and buried the weapons. They consisted of a submachine gun, MP5 9mm caliber Parabellum of Iranian manufacture with its magazine and 26 cartridges, in perfect working order, Two machetes, 45 and 43 cm long and a knife of large dimensions. The transfer of weapons from the garage to the previously mentioned burial site, was due to the arrests of various members of the terrorist group that took place in Ceuta in 2015.
One of the persons present at these meetings, especially in the ones related to drug trafficking, alerted the Spanish Police. This person, who´s become a protected witness, gave details about the activities carried out in the garage, the weapons available and their locations and he/she also helped with the arrest of the accused.

During the arrest and subsequent search, the accused showed a special violent character or nature.
At the home of Abdelilah C. B digital effects were collected: a Samsung phone, with videos of religious and jihadist nature.

At the home of XX2 was found very violent images of jihadist nature. Different audios of Nasheeds and chants of jihad calls and sacrificing in favor of religion and encouraging the immolation in favor of religion, were found in a SD card of a mobile phone. In a Tablet were found tribute videos to terrorists who had immolated themselves in different conflicts. In addition, the Tablet contained an application identified as "fr.meilleurlogiciel.khaledalrashed". In another mobile phone was found more content related to jihad.

• Integration in terrorist organization and the storage of weapons or ammunition. Article 572-2 and 574-1 of the Criminal Code.

2. Those who actively participate in the organization or group, will be punished with prison sentences of six to twelve years and the disqualification from employment or public office for a period of six to fourteen years.

Article 574
1. The storage of weapons or ammunition, the possession or storage of explosive, flammable, incendiary or asphyxiating substances or devices, or their components, as well as their manufacture, traffic, transportation or supply in any form, and mere placement or use of such substances or of appropriate means or artifices, will be punished with imprisonment of eight to fifteen years when the acts are committed for any of the purposes stated in paragraph 1 of Article 573.

Type of attack
They were in an early stage of planning an attack. The idea was to copy the Paris attack of 2015.

Modus Operandi

-1- Technologies for recruitment: recruitment and radical influence happened through the private meetings in the previously mentioned garage. The roll of the technology was very basic, just a way to show or share jihadist content (images, videos or audio).

Criminal History

Both persons had criminal records regarding drug trafficking.

Influential and/or vulnerable Groups

1. In this case the influencers are identified as recruiters (XX1 and XX2)
2. The recruited where their associated in the drug traffic.

All were living in Ceuta. All have Spanish citizenships but come from Moroccan origins.
