Key findings

This method intents to reduce violence among prisoners. Upon completion of individual programs and following a constant and proven reduction in risk (which resulted in a gradual reduction of enhanced supervision), NVRU prisoners can then return to appropriate locations in other prisons. Created with an emphasis on safety and intense psychological intervention, the unit enables staff working in the NVRU to consistently reinforce that prisoners take full responsibility for their actions, and ensure that they are treated with respect for their human dignity. However, without a proper allocation of resources, it risks creating a dispersed approach in the implementation of interventions against youth violence.
