Description

"Islamic Radicalisation 46 (IR46) model was introduced in 2016 by the Dutch police in cooperation with the Ministry of Defense and the Ministry of Justice and Security). It was developed based on international literature, interviews with academic experts and case study and is updated every three years. It is an early warning method for professionals in the security field, aimed at recognizing signs of Islamic extremism in individuals and determining the extent to which someone is ""ready"" to exercise violence (the degree of radicalization). Therefore, this tool does not aim to predict, but to assess current risk and focuses on subjects (12 years and older) who could be radicalized Islamists. This instrument adopts an SPJ approach and consists of four stages (Preliminary, Social Exclusion, Jihadization, Jihad/Extremism) with 46 indicators linked to the two axes, ""Ideology"" and ""Social Context"" of the subject examined. "

Key findings

IR46 was found to be an easy-to-use and essential tool for law enforcement personnel overseeing the risk of radicalization in the community. Its limitations include the fact that the tool focuses only on the assessment of Islamic extremists who commit crimes and the fact that it is designed only for pre-crime assessment, without including the offender in the assessment process
