Key findings

The VAF consists of 22 factors - across three dimensions: engagement, intent and capability – “that may cause an individual (a) to engage with a terrorist group, (b) to develop the intent to cause harm and (c) to develop the capability to cause harm”. However, it requires much information and it can take a long time to complete a single assessment, thus making the use of it resource intensive
